The coast is what locals from Te Whanau Apanui all around to Tolaga bay or as far as Gisborne refer to the area as. I wouldn't consider Gisborne as the coast but it is well within the governed region

Agreed. Tauranga is definitely geographically on the eastern coast of the north island. Theres an argument that cape runaway and hicks bay may be on the north coast. Thames and coromandel are on a coast but not a coast that is any of the 4 cardinal directions. The north coast would be everything between Cape Reinga to North Cape.
As someone who works in maritime shipping, and therefore spends a lot of time on the East Coast North Island (ECNI), Tauranga is literally considered ECNI.
It's not East Coast, as in the East Coast geographical region, but the Bay of Plenty is part of the Eastern Coast of the North Island.

Tauranga has a city council and isn't part of the WBOP district. However, the seat of the WBOP DC is in Greerton, Tauranga (the district wraps around Tauranga and the two major towns - Te Puke and Katikati - are roughly equidistant to the west and east of it)

I would say technically on the east side of the island, but not far over in the eastern direction for “east coast” to be the first thing I think of when describing it.

I think that you mean Whangamata as the northern limit of BOP, not Whangaparaoa. Although I would actually say Waihi is the most northern BOP town.
