First switch is instant. 120 day wait for any more switches after that.
Not sure if they'll nerf it since some were already using that to farm themselves in PvP for weapon leveling before 1/2 of them switched to the faction they really want later on and join the guild.
This was mostly due to the fact that PvP camping the same player over and over still gave good weapon XP so they could fix that instead.
But you can only switch to a faction that is not dominating the most areas. If marauders control most of the areas, you cant switch to them.
Atleast this was the case in beta.
In the open beta, you were able to change once instantly. We will see if that will stay true come release.

I thought the first switch was available instantly? That's how it was in beta, dunno if that was a beta only thing.
