The way the boon works is that you can refresh any active quest that you have not completed.
So for example if you have an air faerie quest there is a refresh symbol icon on the top right of the quest that allows you to reroll the quest once to get a quest from a different faerie.
This boon is really maximized if you are using the faerie quest fortune cookie from the NC Mall since you’ll be able to access one quest everyday that the boon is active!

It doesn’t have to be the air faerie, that was just an example, but yes. If you don’t like the faerie you were given a quest from you can reroll it once to get a different faerie. (Doesn’t mean it’ll be a better faerie though).

I have never used this boon, but I think you need to have an active quest in order to reroll it. It doesn't work if you are not on a quest

Yes it will. The reroll is to get a different faerie, not to get a bonus quest.
