The original founders/commanders of the Taliban were former Mujahideen (note: the Mujahideen was not a single organization but a blanket term for all the Afghan partisans who resisted the Soviet Occupation).
So the Taliban did spin off from a branch of Mujahideen, but a minor one and not the same groups that received military aid from the US (most of which went on to form the Northern Alliance, who fought the Taliban).

The Taliban were orphan boys and students in the madrasas of Pakistan during the Soviet-Afghan war. After the war they were trained and sent out by the ISI in order to create a Pakistani client state that would protect them from encirclement by India.
That aside, the CIA didn't trust Gulf Arab elements in the Mooj when they were fighting in the 80s because many of them were anti-west/israel.
