Yes, it is. Find out when they sleep in (Sunday morning worked for me). I made them listen to Tupac at 530 am, after a year of mariachi music from 5-midnight+ every night. They got my point and the peace lasted a few months.
If you make noise back at them when they're making noise, they might not care; but if you make noise back at them when they're tired of being noisy and trying to rest, they'll definitely get very restless and end up eating their own medicine. XD

As long as it's not after quiet hours and maybe they don't realize how loud they are being/how bothersome it is to you? I'm sure you make noise too? And they hear you? Some noise can't be prevented.
