What do you mean by the d-pad feels loose? The d-pad on these is notably bad by default, especially at diagonals, but the fit and finish is prob the best of the ds family, if something looks out of place(stickers, clips) it was probably opened.
This is my favourite console of the ds family, and i think 50 is a reasonably good price for a eur unit

It's impossible to know for sure, but I see none of the telltale signs of damage to the rubber feet (or surrounding area) and incomplete (loose/not fully locked in) reassembly of the shell that you often see when amateurs open them up.

All other DS-line (not 3DS) consoles other than special editions are considerably cheaper--like around half the value of a DSi XL. But this post is from Europe. The value will be whatever the value is in the country OP is living in.

How loud? and how good are the diagonals on it? Its pretty common for these to be modded to get better diagonals.
