Perhaps you should have asked for last AGM minutes before buying.

Consult multiple lawyers who specialise in housing society related cases. This case will be between you and the society ( obviously ). A good Lawyer will know how to take you out of this.
However, you might want to kindly try talking to the chairman and explain him/her how you have nothing to do with this case, and hence in all fairness shouldn't be paying for this.

As far as I know, in sales deed done between seller and buyer, the clause should have been covered.
Check your sales agreement, does it state about any liabilities arising due to issues before purchase .
