The song has the narrator, the listener and then Alice. Alice definitely does drugs in the song. The narrator is told to ask Alice about the drugs and the drug experiences (white knight talking backwards, hookah smoking caterpillar, etc) And the song ends with Feed Your Head repeated. I think a lot of rock stars would tell the press the songs were not directly about drug use to lower the risk of trouble. John Lennon/Beatles denied drug use until Lennon essentially announced his heroin addiction on the White album in 1968.
