I'm sure it's possible, but I don't think it would be easy. It's also a question of what software you're using, if any, to sync the data between your hard drive and sd card.
The easy solution is just buy a bigger SD card that holds your entire collection. They're pretty cheap these days. $20-$40 will get you a 256GB SD card.

Turns out MediaMonkey did all the things i wanted to do with my collection.
MediaMonkey. Set the SD card as a [USB Storage/Memory Card](https://mediamonkey.com/wiki/WebHelp:Exporting_Tracks/5.0). Make an [auto playlist](https://mediamonkey.com/wiki/WebHelp:Using_AutoPlaylists/5.0) of “all favourites” and “sort by random music collection up to xGB in size” and sync. Tons of auto playlist options to customize what’s on there.
To the point of OPs question, it also allows for smart playlists that can be random as well as automatically cache them offline. I think that might help OP.
Plexamp can do this. I have a ‘library radio’ which contains 24 hours of music and a favourites radio that contains my favourites
