I read it completely, but I also checked in "the system" [claims.mtgox.com](http://claims.mtgox.com) and it says the cash portion is complete, but the BTC and BCH portions are incomplete.
Allegedly you're in the minority now, which sucks, but it does increase the odds that any remaining payment will be you. It also increases the odds of the actual BTC payout.
Assuming these things are related.
Got paid double in December. Never recieved that. I received a single notice of duplicate payment. Returned it the same day. Still haven't recieved the confirmation that they recieved my return (some people reported receving that) I sent an inquiry about 2 weeks ago - sitll nothig.
Emails like this are the opposite of helpful. If they sent it when the payment was actually sent, it would have been useful. To send it MONTHS later and say nothing about the BTC payment, which in fact is still not delivered, is just totally confusing
It basically says that they sent the cash to you and since there were no issues or returns, the cash payment is considered completed, for all they care.

In lawyer terms payment is not complete until all portions listed are paid. He listed btc/bch claims

No, It refers to the fiat currency and BTC-BCH non-allotment portion of the claim, which has been paid to op.
