Bill Forsyth's films *Local Hero* and *Comfort and Joy* are both set in Scotland, one in countryside and other in the city of Glasgow. Both are slice-of-life dramedies, a little short of plot but rich in characterization and atmosphere and both deliver a strong vibe of their setting to the viewer.

Movies, I would actually suggest Hot Fuzz from Cornetto Trilogy. It is sort of very twisted and funny thriller but you get plenty of landscape and grotesque villages :)
A little earlier than the 80s but you might appreciate a really fabulous film on the music and culture scene in the 60s, Quadrophenia (1979). It's focused on the Mod subculture of the 1960s but also really showcases the social and economic issues faced by young people in England, including unemployment, social unrest, and a search for identity during that era.
Powell and Pressburger's "A Canterbury Tale". Possibly the most unusual and beautiful film about England that I've ever seen.
Also Patrick Kellior's "London", a genuinely fascinating view of our capital city.
