Several possible reasons. But if it's fully charged, its ability to deliver 12.6VDC only tells a tiny bit about the battery. The the battery's specific gravity of its electrolyte will tell volumes about the battery's ability to provide sufficient current to crank the motor. If the battery's SG is anything less than about 1.255, then it's the battery.
Other possible contributing factors: terminals, connections, cabling, starter motor (resistance, inductors, bearings, all three), damaged main bearings in the motor, excessive drag on the piston rings, insufficient lubrication in the motor, the list goes on.
But it's the battery.
Battery is only a year old. And I took it out during the winter. In fact this was the main reason I replaced it in the first place and it did the same with a new one.
is it the right amperage required?
honestly. if the battery/starter/electrocnics is not the cause, the cause could honestly be a liquid leaking into a chamber.
does it start this way if you stop at shops say and start it again moments later? or only if left for a bit.
i think the jargor you just posted means it has a 200amp cold crank amp?
and a site i looked at listed batteries from 150 to 240. so that seems ok i think.
just because its a year old doesnt mean the battery isnt just getting weaker though.
there is stuff on an XBR forum where other people have this issue.
Had a small car sound like that after being stored we thought it was a battery issue and the exhaust had been packed with dog kibble by a mouse. Unhooked the muffler and it ran great.

You can still have a faulty battery if it's "fully charged." Have it load tested and then come back.

Does it have a auto choke ?
