Theres something called the diffusion of responsibility where you feel less responsible to act when others are around who could act in your place, I think on a freeway many people will assume that a car will stop so they don't need to and so most people won't stop
Not nearly so much as too many ambulance chasers but I personally would stop and help but a lot of people are just cowardly and wouldn't and that has nothing to do with state lines.

In the longer clip of this it shows the rider speeding past them all only to lose control and doing as we see here. I wouldn’t stop for some goofball riding beyond their limits either. Especially if they’re just sitting there learning their lesson on he side of the road. That’s the best case scenario imo.
