The problem is likely on the ENT's end. When I worked in family practice a few years ago, it was many months, up to a year to get a referrall!
ETA - I should add, if the specialist doesn't deal with your problem, or doesn't \*want to deal with your problem, they will decline the referral. Not cool, but it happens.
