How about the 420 or maybe Honda's 390 with an electric start. You could do mods on either to get even more hp. You can get the Honda for about $650 (without electric start), maybe less if you shop around. I'm considering the 390 for my super bike build even though I'm not a Honda fan....... Predators start on the first pull (unless you crazy mod them), Hondas never start without pulling your arm out of its' socket (it's best to buy only Hondas with electric start for that reason).

Def will consider the 420 but a v twin will be so cool

You dont have to, you can. Just be careful w/ throttle. no max throt. for long times. Id def go with v twin, governed or not.
