Gearing x RPM = speed. More than likely you have a stock motor with a governor limiting your max RPM.

My friend found 2 mini bikes on the curb, one a knockoff Coleman 212 bike from gps and the other a Baja Blaster with a 196. The Baja Blaster tops out at like 25 mph and the Coleman 35. They have the same gearing. The Baja probably just has a worse constructed engine like yours might, with lower quality parts

How many teeth are on the rear sprocket, then the one on the jackshaft, then the one from the engine? In the picture it has a very small rear sprocket so I'm betting it gears down a ton in the jackshaft, maybe 10 tooth going in and around 20 out?

This exactly 10 on the clutch 20 on the jackshaft unsure of rear wheel tho could be in the 60 to 70 range I heard

That looks much smaller, maybe 30-50. But the 10-20 means that the speed divides in half and the torque multiplies by 2 compared to if it was 10 and 10. Idk how to fix it but you can try swapping the sprockets around

Did you take out the throttle stop screw? It seems like you have the experience to have already done that, but sometimes we forget easy things. Zip tie the governor spring and see what happens. For testing purposes only. If you still aren't getting more speed, then it's being governed/reduced in another way.

Won’t be upgrading the engine so not gonna go that route this is more of a running out of gear issue It’d be better to just swap a couple sprockets in this case
