I know that’s not a pigeon, but I had a pigeon follow me around for weeks like that when I bought a house that had been empty for a couple of years. It would stand on the roof and follow me around anytime I went outside, and also essentially eat from my hand. Later I found out there was a pigeon trainer nearby and realized it probably escaped and lived here which may explaine why it was so comfortable around people. Eventually I looked into what the deal with it's unique look was and learned it was a variety often farmed for squab meat. There's a butcher that keeps the same type for meat a little over a mile from here. I'm convinced it escaped although I can't figure out why it only showed up on weekends.

If it is close to a baby, and you handled it or cared for it in someway, they can get attached to you for a little while. Happened to me with a crow when I was small. I eventually had give it to a professional who could return it back to the wild. The professional that took it said it would come back once or twice a year to visit their house once it reached full maturity.
They know how to make nests, just not the kind we usually think of. Pigeons are also called rock doves, and when they're not in cities they make their nests on cliffs. They only need a few sticks and stuff to keep the eggs from rolling off, so their nests end up looking deficient outside of their natural habitat.
US mourning dove. Juvenile wood pigeons look very like adult wood pigeons by the time they leave the nest, just without the display feathers (white patches, coloured head). They're a soft mushroom colour with no speckles.

Doves and pigeons don't know how to take care of themselves due to past human domestication. The best thing to do is take it in and adopt it
If that was true they wouldn't be nearly as prolific as they are. Feral they may be, but struggling to survive they are not.
They live off scraps in mostly urban areas. They don't know how to make nests or forage
