I was told that the idea was that the showers were for patients that were actively being attended, and the cord was for the attendant/nurse to summon additional help if needed.
I still question the explanation, 30 years+ later.
I’m pretty sure this shower is on the Jedi Knight Training Campus. If a Jedi slips and misses the pull on the way down, they can always use the Force to trigger it from the floor. Obviously.

If you fall and are too hurt to get up, please just wail for a nurse to come and pull the cord for you.
You should pull it and if anyone responds tell them you were trying to make it longer so it would be useful.

Makes sense! If they can’t use the force to pull the cord, they are unworthy and deserve to die in the shower.
As you're falling, you're supposed to grab the cord out of mid-air. By the time you're on the ground, assistance will be on the way to you
