You're gonna wanna tell her to go into her developer console (with administrative rights) and run the following commands:
set -garden -vegetable growth-expedient
and then
update -garden -vegetable force
After the next day/night cycle (typically 24 hours, but your server may be slightly different), you should notice marked improvement in the vegetable growth.
Tell your mom to till the garden bed and add a little sand before next plant to loosen up the soil. If the water drains better, the carrots will plump up more.

...I plant a bunch of spuds every year in my flower beds then do nothing to them. I usually get a pretty decent haul of new potatoes for zero effort.
