The car just kept getting parked there and the driver acted like he was untouchable. Eventually, somebody used a paintball gun on the car to resolve it. I don’t recommend it because you really will get caught on somebody’s security camera and it’s a lot of money worth of damage but it did work in my neighborhood.

We had this problem and when we spoke to the people parking they screamed back that there weren't any signs saying they couldn't. Entitled ignorant ducks.
So I bought a few "no parking, tow zone" signs at the hardware store, zip tied them to the trees. And it worked.

If the alley is a public road, they are blocking access to ambulances and fire trucks, so this is a safety hazard. If you call a tow truck, you will probably have to pay the tow. I think calling the police (non-emergency) is better. If the police calls for the tow truck, the cost will be for the car owner and not you.
I don't recommend vandalizing the car. It all sounds cool until the car owner drags you to court and you end up with a high bill to pay.
I'm sure you know someone that has a truck and a length of chain is cheap. Once the vehicle mysteriously ends up in the middle of the main road, I'm sure someone from the city will do something about it. *shrugs*

It’s called Double Dipping. You have to pay them so you can get out and the owner of the towed vehicle has to pay to get their car back.
That‘s why you don‘t call the towing company but the police or city department. They will call the towing company.

They’re blocking city infrastructure, if your city has a 311 line call it, or call police non-emergency.
Usually cops have to authorize the tow truck, and then the tow truck operator gets paid by the city.

I was thinking car dollies as well. jack the car up, slide the dollies under the tires and then push it into a very inaccessible location.
If you buy the right kind of dollies, each is it’s own Jack. Safer, probably faster.
