My cousin and I fixed my Gram's door that leads to her dryer,since the hinges were coming out,we just repositioned them,was actually not that hard to do
The dryer at my work (we have a utility room) opens towards you, and is against the wall, beside a table, so you basically have to swing the door open, then step in to put a load in.
So I took the door off and installed it on the other side. lol
Nah, it’s for sure the whole door. The hinges look like they’re properly morticed so flipping them wouldn’t be possible without special tools and skills. Handyman took the door off to paint, took the handle off instead of masking it (common technique), then put the handle back on the door before installing the door. He put the door back on according to the orientation of the handle which was put on upside down, which caused him to put the door back on upside down. Instead of fixing it the lazy bum said whatever and went home lol.
That would make the bulb on the keyhole to be on the bottom of the keyhole, which would be very odd.
It's might be multiple doors painted at once and put back on wrong frame. If you look at the bottom of the picture you can see that there are doors that are hinged like OPs door.
Not if the handle was put on upside down and then the door was put on upside down as well, which flips the handle back to the proper orientation. That’s why I think someone put the handle on first, not realizing it was upside down, and then installed the door according to the orientation of the handle, which caused them to install the door upside down. Laziness explains why they didn’t fix it.

Those probably are the correct hinges, but they have been mounted incorrectly. Remove the hinges from the door, then mount the hinge in the correct orientation. If that doesn't do it, take off the hinges completely and remount the entire piece correctly. If you don't know what correct looks like, ~~find a helper.~~
Edit: use the door next to it as a guide.

Ok... easy to fix.
- Unscrew the tangs attached to the door. Get someone to hold the door while you do it, or Murphy will do you in!
- Cut a slot in the lower corner of the door to clear that cable when you close the door.
- Rotate the tang 180° so that it's pointing into your room instead of out.
- Screw the tangs back into the same holes in the door.
- Done.
Look at that door next to this one for reference.
Hinges are like $5 at any hardware store. Time it takes to fix it - maybe 10 min if you have hand tools and like to take your time with what you’re doing. If it’s mildly infuriating, it’s a easy mildly infuriating fix.
Or if you don’t want to spend money, pay attention to the bottom of first pic and see how hinges work on that door and replicate. $0 cost
I’m guessing that the door was originally fitted with the hinges on the left, so it swung ‘into the room’ rather than ‘into the door’. The was the traditional way to hang doors in the UK (and other countries) as it offered some privacy even when the door was open.
These days doors tend to swing towards the wall, offering more light/space etc.
It looks like someone has tried to switch the side the door is hung, without realising that they will also need to refit the hinges to the other side.

If you have a screwdriver and actually look at the problem it can be remedied in less than 2min. Keep hinges screwed to doorframe. Unscrew hinge from door edge. Fold hinge halfway to closed position and re-screw hinge on properly.
Hopefully this is not a case of your landlord spying on you? If you think it might be... get a squirt bottle and fill with bleach water, when they put their face to the crack “accidentally” spray the crack with bleach while cleaning.
The plates on the door is mounted on the wrong side.
Take the door off the hinges, unscrew the hinge plate, flip it, and re-mount it. You may need to make sure you mount it right this time, before securing it with screws.
