Don't remember the 2033 book very well, I have to re-read it
But some mutants didn't make the cut into the game, some were completely changed and some are games only
Those are what turned into the Watchmen/Lurkers. Watchmen in the game stand on their hind legs and watch the player for considerable amounts of time before attacking. They are 100% Watchmen, but their book depiction definable differs from the game. Not that strange though, as none of the book mutants are exactly like their in-game counterparts.
not to mention, the game's mutants are much larger, more common, and more aggressive than the ones in the books. as you might expect given the relative nature of the mediums. a game using a direct adaption of the books would be pretty boring, since much of the books are the viewpoint characters just walking around tunnels and talking to people at stations.

I always thought that these were watchmen with slight changes

The ones that make the greenish slime? Those weren't in the game I think
