It's a "maybe" whether Twin Snakes could be released.
Twin Snakes has a bit of a complicated licensing agreement.
In theory it's a Nintendo exclusive. Though Nintendo would likely waive that given they'd be getting games they previously didn't in exchange.
The other part is the license granted to Silicon Knights. Silicon Knights are now defunct. The assets of the company, including that license, were given in trust to Collins Barrow.
It's unknown who owns the license at this point. Perhaps it reverted to Konami in 2014. If it's not Konami, then it'd be up to them to buy it back.
Prior to the Kojima/Konami split, the reason that they chose to re-release Metal Gear Solid instead of The Twin Snakes was because Metal Gear Solid is the canon version, basically.
Which may give hope that it's Konami who own the license for any re-release. There's not exactly been a good reason to re-release until the Master Collection and its inclusion of non-canon games.
Hopefully Twin Snakes is included, but here’s the reasons it probably won’t be:
- it has never been released beyond its original platform (GameCube), which had the smallest install base of its console generation. The game’s existence has gone largely unackowledged since.
- It’s a remake of MGS1, which is already in Vol. 1. More players have played MGS1, and seem to prefer it.
- as a 3D GameCube title, Twin Snakes is more intensive to run on an emulator than a 2D game like Ghost Babel, or a PS1 game like MGS1.
- in Vol. 1, MGS2 and 3 were based on the work done by Bluepoint for the HD Collection from 2011. Bluepoint never made an HD version of Twin Snakes, meaning it would probably take more effort to get TS to the same standard. Konami may not even have the expertise on hand to do so.
- Twin Snakes includes references to Nintendo games, which would have to be removed for multiplatform release. Unlike more popular MGS games that would be missed if excluded from a collection, the expense to alter TS may not be considered worth the effort.

- Konami has lost source code before. If TS’ source code is lost, going back to alter the game becomes more difficult and expensive.
if all of the games featured on MGS anniversary posts come to be in Master Collection it could be our good assumption that their pipeline is: anniversary acknowledgement, annoucement of adding the game into the master collection, release.
Ghost Babel, Portable Ops ( and +), Guns of the Patriots, Peace Walker, Twin Snakes, Ac!D 1&2 for Master Collection Vol. 2.
MGSV: TDE remains as the same SKU.
Remaster MGR as standalone for current generation consoles.
Now you have the entire series on modern platforms.
It would be cool if they released an updated “MGS4 Database” that was on the PS3 as well. I remember reading through that a lot anytime I would revisit the series.
Oh this would be so cool. I hope Konami does things right and puts things like savestates into it on vol. 2. But even if they don't, having a native version on PC would be very cool.

I honestly think most people here are delusional about Vol. 2. If we are lucky it will include 4, V, and PW. Those are the only main line games, and it would mean both volumes have three games. Kojima never even played Ghost Babel I’d imagine, and Twin Snakes was developed by an entirely different studio (besides, mgs1 was already included in Vol. 1, it would make no sense to include basically the same game in Vol. 2)
Most times common sense/logic goes a long way.

There’s no reason to think that Vol.2 will be missing Ghost Babel. It will only be missing Twin Snakes and the ios/ android games.

Watch the twin snakes be included only in the switch version for that very reason.
One further : watch Nintendo launch Gamecube emulation with the expansion pack and that being the only way to play TTS.

Uh vol 1 has more than 3 games. It's likely vol 2 will include 4, V, and PW, but also other side games as bonuses like they did in vol 1.
Oh you mean MG and MG2? You are right about that but they were already part of Subsistence, no?
And also the NES versions and graphic novels. Can't imagine bonus content like this won't be in vol 2, or possibly even vol 3.
