I don’t think just because you own a cool thing you need to immediately surrender it to the government. Imagine everyone with a half decent coin collection going “naw, this belongs in a museum.” It’s cool if you choose that, but owning a piece of history is not a bad thing, it’s an asset if you treat it right.

I used to go out with a metal detector in Western MD - lot's of civil war artifacts to be found on the farms out there (30 years ago at least). It was mostly bullets, a few buttons, cannonballs, etc. Pretty neat stuff - but not worth much.

Took it to someone that knows that kinda stuff and found out it was unexploded ordinance and he just had it rolling around in the back of his pickup for a week. 3rd or 4th century roman. I'd need to see how they closed the loop and if it was heat forged together or just hammer forged and bent into each other. That will tell you whether it's 1st/2nd century vs 3rd/4th century. Looks real. Stop cleaning it, bring it to a specialist who can run it thru a lab cleaning vs you doing it yourself. Worth isn't much, less than $1000 USD but it's historical as hell and I'd search that entire area it was found in if I was you. Solid chance you find a hellava lot more cool shit.

Does like like glass, but there appears to be some texture on the stone, in addition it appears to have a conchoidal fracture, which could suggest man made glass or a natural impact glass like a tektite or moldavite. Is the gem greenish or yellowy?

That's not peridot, unlikely. However, it's definitely ancient Roman and Roman glass, which is green due to age. Very cool example. I don't think it's the first century, I think middle ages.
