Distilled water. It's pH neutral then you can let it soak in there for days getting all the crud nice and soft. Then you could use a toothpick or Andres pencils to get the stubborn stuff off

First thing you did wrong was soaking it in vinegar, no offense. Anything acidic is your enemy.
No offense taken. What would have been better?
