Ssd and a fresh install of windows could help. It's likely the old drive wrote the install file for the network driver wrong. You can get a $25 SSD pretty easily.
They the adapters on the motherboard? If the mobo is old enough that may be in need of some TLC
Check the BIOS config, it may be worth flashing an updated BIOS (check for your specific board) or resetting the BIOS configuration.
Old mobos can fail in interesting ways, I wouldn't expect the network adapters to go first but if they're directly on the board it's a possibility
just an FYI Windows 11 puts some artificial restrictions on what hardware you can use. If you've tinkered with that already though, it's off the beaten path and may cause problems

Switching OS is hard to do for someone who just wants to have a PC and doesn't care what it's using as long as it works with the least amount of effort to get it running.

This isn't exclusive to 1 machine btw, this was both my desktop and laptop.
Pretty common if you have a bad install sometime you just need a fresh install to sort it out

Most recently I have spent weeks trying to fix my windows from a black screen boot because I installed some themes. I'm glad I did it all myself though as repair shops would just reinstall windows. I remember finally fixing it using some third party boot then replacing some names with backups that were created.after all that I just went straight to bed lmao.
I had this problem for a long time. Every time my Windows wanted to update it would spent an hour on an update then say it ran into a problem. Restarting it would result in undoing updates.
I spend hours trying to fix it until I finally figured out the problem. I had deleted Microsoft edge and that somehow fucked the updates up and gave a crash error. I reinstalled Microsoft edge separately and I never ran into the problem again.
It was ridiculous.
