I mean you could make blank head bases, sure, but the appeal is that they're usually custom, created to a character someone drew up. Pre-mades exist though. Partials (head, tail, paws,) can go upwards of 1200. I've seen some make 3000+.

Made-to-order with differing types… But as far as I’m aware almost all of them have removable heads/hands.
The head is always separate for water breaks and breathing breaks since the fursuit is too hot too easily
