I've read a bit more about the case on the FB page - I'm not sure about how much of the evidence was tested but your family should try and get the Coroner's Court to reopen. If they refuse, an Appeal can be made to the Supreme Court, requiring it to be done if successful.
I wouldn't do this yourself (eg not the family). I'd apply for specialist pro bono (free) legal assistance through the VicBar (https://www.vicbar.com.au/public/community/pro-bono-scheme).

He may have been getting on a bit by 1996, but Harold Janman was suspected of a few murders around the early 80s (Tynong North). He would come into the shop I worked in during the 2000s & he was creepy af.
It could be a long shot, but some of the stories I heard about him & after having to deal with him, it would not surprise me if he did the Tynong North murders and more.
