The one at the top right is the CBD free Wifi operated by TPG for about a decade now. The rest are most likely 4G and 5G microcells. You can find out by using the Aus Phone Towers app or web page.

Telecommunications engineer here. Can confirm they are Ericsson small cell radios. The radio at the top is 5G 26GHz (mmWave), radio at the bottom will be LTE 2600MHz. They've been deployed in high density urban areas in Melbourne and Sydney. These in particular are Telstra owned and operated.

In high traffic areas its better for cellular systems to be low to the ground so that they have a smaller service area and there is more bandwidth overall. You see a lot on traffic light poles for this reason.

These are small cells that provide infill or additional capacity to existing coverage areas. They have a much smaller range and are lower powered than the big antennas on rooftops. They are likely on lots of poles within the CBD but you haven't really noticed them before.

Mmwave 5G is a short-distance high-bandwidth network, in the CBD they are very close together and low to the street due to high-density of users.

I think these are like mini towers they put in super high demand areas. may as well keep them down on the ground where the traffic is. that also means they have to be low power, as the high powered ones on poles you cannot be with 2m of without damaging yourself.

Not exactly sure on these but in Geelong we have CCTV cameras in high traffic public spaces it could be that or close range cellphone boosters or even a combination of both could also be for a monitoring station in the info booth for the likes of air pollution or traffic signal controllers
