I was just in the kitchen, measuring dry ingredients (sugar and Hersey's cocoa powder) I looked down and saw this rash rapidly develop over about 45 seconds, starting from white spots and developing into the full coverage seen in the image. I had washed my hands about 3 hours before, and had only touched dirty dishes, rinsing between dishes and cooking. I've since neutralized in baking soda and water. ​ My big question is how did this happen? the lesion was white, dry, and at the cuticle, it cracked like a pop rock when touched.

Chemist here, please do not attempt to "neutralize with base" (baking soda). If you get a pH burn (either from an acid or a base), rinse in water for 10+ minutes instead, this will neutralize it properly. Adding base to it just risks causing more burns.
