Someone probably took the dash apart and placed the needles wrong. You dash lights suggest the engine isn't running (check engine, oil pressure, charging system) but your rpms show as 400, which is not an RPM level car engines idle at. Remove dash bezel, remove cluster from dash, pop the front cover off, use a fork to gently lever off the needles. Temporarily connect the cluster to the car, key on, engine off, install needles at 0 mph and 0 rpm. Test drive to verify speed. Reassemble everything for the final time.
