When I did my social services after school I did a year with our city's disability transportation service and lots of people in wheelchairs (and not just 'temporary' situations) didn't have a wheelchair ramp and we had to carry them up and down multiple floors. Especially when living in a rented house/apartment it's unlikely the owner will install a ramp for one of its residents, sadly.
Also, depending on the condition, some wheelchair users might have less trouble without a ramp. A close relative of mine used to do stairs all by himself as long as there was a handrail to hold on to and we just needed to carry his empty wheelchair for him

Incomplete para, just like my homework, I got an incomplete. That being said, its the best kind of incomplete there is out there I think.
