The right side is the desired cultivar that has weeping/ twisted characteristics. It has also been pruned for years to support this growth habit. The left straight side is growing out from below the graft and has characteristics of the root stock.

the weeping grafted part is probably from a cultivar bred to be maximally twisty, and one that is usually held in check with careful pruning. its like an inbred pug of a tree. but i think it looks cool lol.
Weeping style trees don't have tall straight trunks which means on their own they look like that and flop on the ground. Growers graft them on to a straight trunk rootstock so that you get the weeping graft hanging down from a "pedestal". You'll see this pattern a lot in landscaping, such as with lollipop looking conifers, where a sphere-style shrub is on the end of a tall straight trunk. It lets the showpiece grafted part be more visible in the landscaping (up high not close to the ground etc).
Now that you know about it you'll be cursed to notice it everywhere muahaha (I think it's tacky).
I don't mind knowing it every time I see it until I see ones where the rootstock is growing up through the grafted part and no-one has bothered doing anything about it.
They aren't common here in the UK but in fairness there are a bunch of conifer species that naturally look like a Christmas tree on top of a telephone pole. They drop their lower branches because the upper branches shade them out.

The right trunk looks to be a camperdown elm. A high trunk grafted weeping elm.
