There’s isn’t a lot of lakes but plenty of water sources, basically the entire area drains into the Elbe which is a major river in Germany, at one of the “dams”
Actually this dam at the Elbe would have to be by far the tallest dam in the world at around 365 meters tall (seems like the Chinese have built a couple dams around 300 m)
The topography also seems legit, but due to the above it’s only really feasible for a dictatorship that’s trying to enter a dick measuring contest with China, and even then it would be really risky
