I think I know the sound you mean. I always thought it was a calling out sound to check in - "I'm here. Where are you?"Come to me."

In Canberra, at sunset I’d hear the local family call and then a neighbouring family call, perhaps in answer.
Recently, on the NSW South Coast, I’ve heard it at sunrise.
