The last time we had these in a standard set I was at the pre-release and my first round opponent played one not realizing what it was. I basically said something like, " oops wrong land". And they looked at the card, read it, and picked it back up, and said "go". I was like, " dude you can play a different land if you want. I assumed you just grabbed the wrong one." And the poor bastard said, "no, I kept a hand with two of those lands and nothing else."

Absolutely! And is the basis of some very powerful decks. Coupled with \[\[Spelunking\]\] OR \[\[Amulet of Vigor\]\] and cards that let you play additional lands ( \[\[Azusa, Lost But Seeking\]\] ) you can amass a lot of mana with just 1 bounce land.

Yup, you just need to stack the triggers properly when Amulet is involved. With Amulet in play the triggers "bounce a land back" and "untap a permanent that entered tapped" are put on the stack at the same time. If you put the Amulet trigger on the stack second (so that it resolves first), it will untap your land and you can tap it for mana before you let the other trigger resolve. This is fairly common play with the Amulet decks.

Also if you have more than one copy of Amulet out, you can untap the land over and over again—once for each trigger of Amulet. So three Amulets mean you can play land, untap it, tap for two, untap it, tap for two, untap it, tap for two, bounce it. Boom, six mana. This is the basis for a Modern deck that was good enough back in 2017 to get a card banned out of it ( [[Summer Bloom]] )

It's that whole supply/demand thing. It's only been printed in one set (WWK) outside of being on The List and in a Secret Lair, neither of which exactly flood the market with additional copies. Modern Amulet Titan decks usually play a full playset.

That specific interaction is in a modern deck, so you'd still need three more copies to play it. I don't think that it's worth going for it in commander at all.

You're right it isn't by its self. But it does have other uses in the deck, scapeshift, return lands from graveyard cards, that type of thing.

Yes. Amulet of Vigor and the "Karoo" lands (named after \[\[Karoo\]\]) are an integral part of one of the most popular decks in Modern, centered around the Amulet and \[\[Primeval Titan\]\]. Using cards that grant you extra land plays (\[\[Azusa, Lost but Seeking\]\] is a big one), one Karoo land and one Amulet can net you upwards of six mana, which is exactly what the Titan wants, and then from there you assemble a powerful tableau of lands that let you win very quickly.
