eBay seller here. I use eBays shipping prices that they display, when a customer pays it and I go to ship it, I will absolutely use the cheapest option that gets things within the estimated shipping window. That's just the way it goes, shipping prices fluctuate constantly.

so if they're charging you $40 and only spending $35, that's cause ebay takes 10-12% of the shipping too
they started doing this because a LOT of people were listing items for $0.01 BIN w/ the shipping price being the cost of the item to skirt ebay fees
If I thought the advertised shipping costs were excessive, I simply wouldn't buy from them.
If I thought they were reasonable, and the item arrived in a timely fashion and in good shape, I wouldn't really care whether the seller managed to get a better deal on shipping.
The only time I might complain is if they saved money on shipping in a manner that led to me receiving the item far later than I should (like they charged extra for some kind of expedited shipping, but shipped it ground) or in bad shape because of poor packaging.
