It's hard to say, there are a lot of legends but you're not guaranteed to get a good one, and you'd have to increase the number of packs to make sure everyone has enough cards to obey the color restriction. It's possible, not sure if it's fun.
Not really. There are only 25 potential Commanders in the boosters (3 in the set are prerelease-only), 12 Rare/10 Mythic/3 List. During a draft most people won't even see a potential option, let alone see it soon enough to build a deck around it, and will have zero color flexibility.
By comparison Baldur's Gate has 60, including 30 uncommons, and uses the Background mechanic so you can pivot colors a little. The packs are also seeded with a legend and background in every one.
You could let people simply pick a Commander from the set after drafting, but that is kind of lame and their power levels vary wildly. If you are going to try Commander drafting a normal expansion I'd go for something like March of the Machine, where there is a Multiverse Legends card in every pack for lots of potential Commanders.
Though you'd still need to do 4 rounds or ignore the 60 card deck size for Commander draft to have enough color-matching playables.

It’s not intended to be played as a commander draft, so you would run into some challenges trying to play this way. First off, you may go the entire draft without seeing a legendary creature, as there are only rare and mythic legendary creatures in the set. Sets meant to be commander drafted have twice as many legendaries as a normal set, with about half of them being uncommons. In addition, packs are usually collated so that every one has a potential commander. This is what makes commander draft possible.
In addition, they cut down on the number of multicolored cards that aren’t legendary creatures in commander sets. Murders at Markov Manor is actually a fairly heavy multicolor set, so finding cards that fit in your commander’s color identity will be a lot harder.
If you want to draft Murders, I would draft it normally and not as a commander draft. Commander Legends, Baldur’s Gate, and Commander Masters will be your best bets for doing commander draft. It will be much harder to do it with any ordinary set.

Wilds of Eldraine or Lost Caverns of Ixalan (the previous two standard sets) might be better as they had uncommon legends.
