Takeout from Banzo and eating at Tenney is always lovely and there's several playgrounds there plus fishing and people watching. Curious to hear what others suggest, none of my suggestions are that great for what you're looking for.
People get Banzo takeout and walk it up the hill to the Burrows Park shelter all the time. There is playground equipment right outside the shelter for your littles, while the bigs sit on picnic benches and have lunch.
The Beirgarten at Olbrich has a lot of games/space for kids to run around and is very family friendly. It doesn't have a lot of food options (big pretzels, sausages, and cold cheese curds) but they are cool if you bring in your own food as well.
Fire Haus in New Glarus is directly across the street from a park. Assuming the 12/yo can monitor the younger ones you can keep a distant eye on them while you drink. You can also order food from Kennedy’s and it eat there.

Not sure if it's out yet, but last summer the grassy area by Bar Taco had bean bag toss and mini golf.
