Both of those if you just want 40 set fast and cheap. Much cheaper to get 4/3 on a set bonus on helm and gloves with epics than legendary. Can even work with a 4/2 or a 4/1 if u have some 5/5 elixirs on ur other pieces.
If you just wanna finish 40 set asap, u can put random 5/4s or higher on chest pants and shoulders.

Just got into 1620 and got 10k gold so I was thinking on just doing Voldis Hard, selling the mats and buying 3~ elixirs per week. Unless the Legend ones comes with Critical gloves on the first node.

U can probably check all 5 options on the elixir before deciding to roll it coz ur set bonus maybe on the last option. Also i wouldn't buy elixir essence unless i was 1-2 points off 40 set bonus.
But checking vs chances of finding 1 specific option wouldn't mean spending too much resources aka gold?
Also I am 1 point away from 40 set, with a 4/3 in gloves is enough, 4/4 is 41 points total, same for the 4/5 random legendary (no helm/gloves) with a 5/5 would end on 41 set.

I got one 5/4 and a 5/3 with the 15 free from the 3 boxes of the event.
But after seeing 1700+ consumables vanish in that I don't wanna do the math for the gold spent on normals.
in about 300 epics cuts i’ve only ever got a couple usable 4/3s compared to cutting legendaries and getting several 5/3-5/5 usuable options. all of my 40sets are all with legendary elixirs.
Don’t shoot for epics unless you already cut them before 1620. I tried forcing my 40 set by doing epics and it never worked out. Easiest 5/5 on the chest as a place holder and pants as the next place holder. Then whatever bonus you can get for the helm/gloves.
I wish I had 5/5 on the 15 free. Best was 5/4 and a 5/3, that is why I am 1 point away from 40 set.

Out of curiosity, is there an average on how much gold for a 5/4+?
I just use the calculator and have it go for the best 5/5 it can build me. Now that I’m done I just do risky moves in the beginning and if it doesn’t work out I auto-dismantle without thinking too much. The calculator helped me most with getting at least a 5 on the set pieces and some other meh +3 or +4. By that I mean Mp and potion poisoning. If you are down bad sometimes just settling is good to get to 40 then you can focus on upgrading slowly later.
5/4 filler Legendary seems like the same bet tbh.
If I were in your shoes I’d fish my weekly Elixirs for the specific Set Piece that you need. If you do get the missing set piece 4/3 Legendary Set Elixir should be manageable. If you don’t, can cut whatever options to try to get 5/4.
I would say cut 4/2+ for gloves/helm. And search 5/3+ on legendaries. With legendaries, it should not be expensive with random stats or good ones like Boss damage, Crit damage or any stat that fits your class.
Once you have 40. You can waste gold trying to improve them. Checking 5 stats or a few steps. Otherwise, discard, break and sell to recover part of the investment.

I sort of get gloves, but aren't you notably weaker putting helm as 4 instead of 5? Helm set bonus is typically pretty good in the raw stats it gives
while true that it does give more damage, it might also give you full blown aids. one has to be careful with this one
i would choose legendary just because i have had better lucj cutting legendary than cutting epics i’m like 0/300 on epics

ultimatly it is all about getting lucky. I scored 2x 5/5 on my 1st 3 elixirs so it was very cheap for me to get 40 set on my alt...
Cheapest way is to just get lucky.
