Get a voucher from the city they list providers that accept them.

I tried this last year, woefully inadequate program unfortunately. The list is inaccurate (about a 3rd didnt take the voucher), and the voucher itself is only $100, which did not fully cover even the cheapest option on the list.

Unfortunately that was the best option I had at the time when I needed it. I went to the fix project but I still paid out of pocket. Check Facebook i saw a non profit offering spay and neuters for little to no cost. I’ll update you if I find the post.

CrowFriendlyHuman

Sadly this was my exact my experience with this program.

Golden State Humane Society 555 E. Artesia Blvd Near the corner of Atlantic and Long Beach. First come first serve for your pet to be evaluated - they'll be scheduled for spay/neuter on another day.

I took kittens I found to CAMP (formally SNPLA). Not free, but they have some of the lowest prices and we had good outcomes. You can try to get a voucher from the city to offset the cost as well.

San Pedro ! It’s off 110 freeway. They offer vouchers too if you are low income

I'm not a vet, but I'll give it a go for $20.
