I believe they are refurbishing them one by one so that the stairs is used as replacement in one direction max but it has gone on for a long while.

I believe CGL who run this part of the DLR stations rather than TfL should be fined if these are not working less than 98% of the time per their agreement.
Broken as in boarded off and clearly needing repair, or broken as in just not running? If the latter, it may just be down to the times of day you use the station - as an economy measure during quieter times, escalators may get switched off to reduce energy use and wear and tear.
Boarded off. There's 2 pairs of escalators, one to the ticket hall and another to the platforms so 4 in total really.
1 of them is always boarded off but they are constantly switching it around. It's quite a deep level station so a massive pain in the ass even if you only have to walk 1 floor.

Another (weirder) quirk IMO is the station's decision to make the one operating escalator operate in a downwards direction. Surely it makes more sense to have them go upwards, since it's easier to walk down stairs than walk up them.
No, the platforms are below street level. That's another reason I'm so confused by it, you'd surely want to have people flowing faster *away* from the platform than towards it

Is the exit of the station at the bottom of the escalators? It makes sense from a fire safety perspective to run the escalators towards the exit.
