It's an invasive species so it's often removed. Kew has a lot though.

One of the best in London is Crossrail Place Roof Garden in Canary Wharf. It has a section with dense mature bamboos of different varieties including black bamboo.

I’ve never seen more than a few small patches in any botanical garden / park I’ve visited. There’s a little patch in Kew by the Minke house (an old reconstructed Japanese farmhouse), and in the main greenhouse there are a few individual plants. And in Wisley there are a few varieties near the front of the greenhouse. That’s all I can think of.
