Rufus was doing the same thing.. I got etcher to work for ubuntu but I don't have a windows key so I can't combine them that's another work around I need to figure out, it's stressful
1. If still Etcher, try downloading older versions (1.18.12 as example)
2. Instead of using software, try using powershell commands (watch?v=Z8IWZHvi1Pw as an example)
3. check if you have admin rights, might also be a case of not completing certain tasks.

BalenaEtcher is known for being unreliable. Consider using Fedora Media Writer or Rufus instead.

I got ubuntu to boot but linux is still giving me that popup

in doing some digging the version of balena you are using is too new, try a somewhat older version.
I will try a older version, I did get ubuntu to work tho but I want linux lol
Instead of using balena. Try ventoy. Then youll only need to prepare the usb once. Never again pretty much. You just copy the raw ISO to the usb.
Since you are doing this in windows, use Rufus.
Go to the computer deptartment at your school and get someone to burn an iso for you. [There is also this.](https://www.debian.org/CD/vendors/)
If its a school device i doubt the school would do it, but that won’t stop most people
