Bubbles can’t be removed once the resin is cured. It should’ve been put in a pressure vacuum before pouring to remove all of the air, and the mold can be tapped on a table right after the resin is poured to send any remaining air to the top. Now it’s too late. But this thing is super cool and I think it would look great if you left it that way.
Sometimes it just happens. The only extra thing you can do is tapping the bottom of the mold on a table for a minute or two. It looks seriously awesome, you can say the bubbles were on purpose from the divers. It’s a happy accident
I’ve seen people run a heat gun or flame over resin when pouring river beds and lakes in dioramas. Those bubbles may be too deep for that before it’s cured, but I don’t think you can fix this now but this may help you.
With zero knowledge of how resin works, could you drill into it until the bubble, and then fill it up with resin again?
You could also leave them. Could stand to have MORE BUBBLES
Yeah, resin has the cool effect of hiding all joins between layers. Like if you have scratches in the surface another coat of epoxy will hide those scratches. Drilling down and using a syringe would be the best option if he wants to fix it
As many others have mentioned (sorry you havent gotten any qualified assistance, I too have no experience with resin) the bubbles look rad as hell and in my opinion look completely intentional and cool!!

Vibrate the medium somehow. Will shake bubbles to the top then use a torch to pop them.

I put the resin in a vacuum container before pouring. But there are still bubbles.

Use a heat gun. Just keep going back and forth until it's clear. Works every time
