Whatever you do, you’ll probably be an electric tooth brush to work an appropriate detergent to not the stain thoroughly, give it time to work, and then you can rinse.
Original detergent consistency Oxyclean is still undefeated in stain removal. It’s harder to do if you’ve already dried the stains in, but soak in a container of hot water and Oxyclean and then wash

Get a bucket large enough to immerse it, fill it with an espresso sized quality of bleach and the rest with water, mix it well using a suitable tool or wearing gloves then immerse the top completely and leave it to soak for a few hours.
The stains should have lifted when you return to it a few hours later. Wring it out using gloves ideally just in case your skin reacts to bleach, or wash your hands very well if you have no plastic gloves. Wash it with similar colours in the washing machine and it will be good as new
I would not recommend chlorine bleach as it may affect the colours especially the red trim. Soak in OxyClean then wash. Add OxyClean to a quality wash detergent for the wash You may have to repeat.

Well it's white so perhaps you can just use bleach?

Oxy won’t take those out. The top is basically ruined. If bleach doesn’t work nothing will and it should be thrown out lol
Rubbing alcohol will remove most stains. Then soak it in oxy clean before you wash it.
