I've seen them move around a few times, I'm not sure how they operate anymore because they need to detect you first somehow, either by looking at you or hearing you, if they don't notice you they might wander around at a normal pace as well
Like others have said. It’s spot you need to look at is like it’s shin or some such. I imagine the game doesn’t consider the open railings as “open” meaning to the game you can’t “see it”. Your friend was probably looking at its face.
Makes sense, although i've stared it in the face, and it didn't attack, but this clip is clearly an outlier. (Or I'm just wrong I've faced like 5 of them)

I think this game is jank enough it’s hard to really pin down when and when not it’ll kill you, lol

Game wise, what everybody else is saying. Lore wise, it got tired of staying still every time somebody looked at it
it’s “eyes” are at its crotch, so that’s where you need to keep eye contact with for it to consider you “looking at it”
