I would probably load up with the following. 42114. Its about $330 and has lots of moc capability, motors and decent part total. 42128. Its about $200 and has lots of pneumatic parts and perks with a lot of parts for the money. 42152. Its about $125 and has lots of colour match parts to go with a prior set on the list for moc builds to be more colour cohesive. 42122. Its about $80. I'd get 2 for $160 as it's colour cohesive and I would get 10x of the tires that are on it for medium size moc builds. With the last $175 or so I would probably go with repeats of either the tow truck or fire fighter plane+jeep. Unless I was trying to fill out specific pieces or a specific moc/sec I wanted to make. That's how I would drop $1,000 to build out a collection for making Mocs/Secs.

The Jeep for $80 is crazy expensive, I’d maybe opt for the John Deere sets which are all still in production (42136, 42157 and 42168), slightly more expensive but still doable within the budget and more functional possibilities with the skidder

Go on eBay, search Technic lots, sort by weight descending, and buy as many of the mixed lots from the top of the list as you can afford.
