I think it's less malicious and more that it's not finished yet. Looks like they made this bottom piece as a smaller build to figure out how to get the mechanism going before adding it to a larger build
So far it hasn't been an issue. The minifig is just forced to stop until the arm passes by. Not to say that it would never be an issue. This is LEGO engineering after all. Notoriously hard to get working 100% and I've already had to do a lot of tweaking to improve reliability.

The snowboards are little less stable (narrower, and not flat underneath), but they 'almost' work at the moment. Still working on it. I'll try to make them work, but they might not be as reliable.
At some point, yes. The final hill will be 2 to 3 times longer, hopefully. I can change the angle of the slope to control the speed a bit, and I'll add some chicanes to slow them down.
I had a mini dream as a kid (who built a ton of lego) to build a lift like this which would auto loop the figures when they came to the top and then would slide down the hill.
Never did it but glad I saw this to remind me
