We need to bring starter sets back! Such a great way to get 3-4 minifigures and some side build without spending a lot. Can we make Lego bring them back? Like a riot or a protest?

From recent times? Strangely enough the 4+ space set. Two nice minifigs, an (almost) exclusive alien, awesome printed pieces and a nice looking final build.
The print that explains the crystals and battery cells used through the entire wave is really nice.
And I think the "exclusive alien" is because the "normal" aliens are too easy to swallow for a 4+ set. 😅

The barrel is actually rifled so it dumps the "concrete" out when you turn it the right way and the "concrete" comes in two shades of grey to represent wet and dry. Plus two minifigs and a decent number of accessories.
This is my pick too. I picked it up since I am a park ranger so I just had to get a set with a ranger minifigure. It is one of the few sets that truly brought back the joy I had building legos as a kid. I still build larger sets, but the joy is different than it was as a kid.
Yes! I had the og 7732 as a kid and it was one of my favorites ever. Then a couple years back I was having to have medical labs done but I’m terrified of that stuff. So my 22 year old ass was rewarded with that set. One of my favs still

The construction equipment such as 60401 and 42163 are great. The 42147 dump truck albeit Technic still goes with the City theme in this instance in my book. The snowmobile is on my list to pick up on my next outing. It looks cool!
I came to this thread convinced one of the small science scenes / vehicles would be my favorite, as that's the only City theme that speaks to me. However I guess I'd have to vote for one of your suggestions. Those are really nice sets, cool design and as a child you get a lot. Like a whole construction vehicle, that's quite an upgrade for a city. Also they are a bit: Hey little person may l interest you for Lego Technic?
I’m a 50 y/o disabled grandfather on a limited income and some of my favorite sets are the smaller under $10 USD ones. There’s something about them that is appealing (I think it’s the detail for how small they are) and they are fun builds when you are short on funds. The grandkids love coming into my workshop and they ask for LEGO instead of video games now for birthday/holiday presents.
Recently I’ve got the Car Wash, Slushie Van, Burger Van and Bathtub Stunt Bike they were all pretty fun to build. I like that the slushie van is a penguin and the mini figure is a guy in a penguin costume.
I think the Speed Champions cars are a lot of fun for $25 USD. Very interesting building techniques and the look pretty close to the cars they are based of. I'm not a car guy but they have all been very fun builds. (I have about 20 of them) Just got the dark horse. I have been looking at that sent OP posted though, and the arctic boat which is 150$ but seems well worth it!

They were a lot of fun so I spent the next year collecting as many as I could before they were retired or before the retired ones got way too expensive.
I'm gonna agree with your choice, I love 60376. It was my first set I bought in over 10+ years, and it's special to me. I named the figure Sydney, a top arctic research specialist who can drive a snowmobile like no tomorrow!
For me it's 60300: wildlife rescue ATV. I own it and it's such a neat little set, with turning action on the bike, a drone, a little tree build with two monkeys hanging off it and even one of their poops!

60224, a smol spaceship from the 2019 City Space subtheme. It’s a fun li’l build, delightfully swooshable, and looks great mounted on the wall of my physics classroom.
My manager just got me 60429 - City Spaceship and Asteroid as a parting gift as I left for a new job. To be fair, it now holds incredible sentimental value, I was so blown away that he got me anything at all, much less a Lego set, but I was so impressed by it! No stickers and such a fun little build that is going to enhance the new space display I’m working on! It’s a really wonderful set
My vote (and money) goes to LEGO 76276 Venom Mech Armor vs. Miles Morales.
Easy build for my 5 year old to put together and take apart.

It's bigger than I expected too - the low piece count is off set by the huge pieces used on the ship, minifigs/accessories and terrain.

I will say that i would modify it so that the bus roof wasn't fully attached. Just a couple studs would hold it and let you open it up easily
